I can't see how this idea could possibly be made to work.
At home I have a dynamic IP. I play EVE from home, work (multiple possible IP's there), my family's houses when I'm visiting them - I have 3 different sets of parents (divorces/remarriages) that I visit and they're all on dynamic IP's, I play on my laptop when I'm travelling so I use wifi at motoroway service stations, train stations, airports, hotels in foreign countries when I'm at conferences etc.
If there was any kind of IP restriction on playing EVE I'd be screwed.
I strongly agree with education of users instead of restriction. If you impose security measures on uncomprehending users then they WILL render them pointless by poor practices. However if you teach users about security, give them the tools to protect themselves, train them in their responsibilities then they are far more likely to exhibit safe practices on their own.
The ability to make sensible decisions and to correctly assess risks of any particular piece of software is a large part of being knowledgable about security issues. If you must use 3rd party apps (and I use EVEMon and Quikfit too) then only download them from the actual homepage, never from 3rd party sites (like EVEFiles, sorry Chribba). When a new build is released wait a few days and see if the forums fill with "OMG i've been hax0red" posts or not.
Your brain > cumbersome & unworkable "security" restrictions.

My aplogies, I missed the bit where you said optional (thread reading at 6.30am 4tl).
Yeah I can see no problems with having this as an optional feature, apart from possibly an increased load on the customer support team if people use it wrongly or forget they've got it on.

That's actually an excellent idea and this is an area where CCP shouldn't be afraid to learn from other MMORPG developers.
Blizzard created a UI for WoW that specifically allowed user customisation and then over the course of the first 12 months or so of WoW's release they slowly integrated the best and most popular mods into the UI themselves.
The entire UI of EVE needs seriously reworking anyway, it's terrible
